Cable Television Advisory Council
June 27, 2013

A quorum of the Cable Advisory Television Council met on Thursday, June  27, 2013 at the Oliver Wolcott Library, South Street, Litchfield, Connecticut  at 7:00 p.m.  Present:  Chairman, Stephen Simonin Litchfield; Jerry Gault, Litchfield; John Angevine, Warren; Diane Knox, Litchfield; Lucille Paige, Torrington.

Upon a motion by Ms. Paige, seconded by Mr. Gault, the minutes of the April 17, 2013 meeting were unanimously approved as submitted.

Ms. Paige, Secretary, announced the students from the seven school districts that were awarded the Cable Television Advisory Council Scholarship at their June graduation ceremonies.  The amount of each award was $250. Each.

Upon a motion by Mr. Simonin, seconded by Mr. Gault, the minutes of the April 27, 2013 meeting were unanimously approved.

Mrs. Knox, Treasurer reported a balance of $513.  

Ms. Sonya Osborne, Litchfield reported her television experiencing frequent pixilation, interruption, on other channels. Channel 22 is now WNET.  She made a formal request to having “ala carte” channel choices rather than tiers, packages.  Mr. Simonin explained the inability of AT&T to provide service (ala carte) to subscribers in this area.   Mr. Angevine asked to be given an explanation as to how to re-program for channel to turn on to the one he chooses; He also expressed dissatisfaction with the “info line” on the bottom of the screen.  Mrs. Knox explained that the instructions as to how to exit out of DVR are very vague.  (Written:  Mr. MacDavid, Cornwall,  requested more information on the Guide Issue, just green and blue rectangles – no info.  He asserts that watching Channel 169, the commercials are definitely louder than the programming.  Jeffrey Dunn, Thomaston writes that he is experiencing problems with his boxes since the upgrade; he is now forced to replace his DVR and another box.  He feels the boxes cost subscribers a lot of money and yet they do not perform  well and cause more problems and roadblocks.  Mr. Dunn also expressed frustration with inordinate amount of time one has to spend when phoning into Cablevision, before one is able to even  address the subscriber’s problem.  Being forced to listen to one’s account balance and if you are calling to pay for it over the phone;  there needs to be an “escape” button to be transferred directly to a “Cablevision customer service” representative.   Ms. Paige reported that among her neighbors at Georgetown Gardens in Torrington, all have experienced problems with pixilation.  Mr. Simonin reported problems with pixilation, and the delay time when moving from channel to channel.

Mr. Simonin reported on the State-Wide Cable Advisory meeting which he attended.

A brief discussion took place on the public access channel for Litchfield High School and Torrington High Schools.

Mr. Simonin described the upcoming federal legislation being initiated by Senator John McCain.  A letter from this Advisory Council will be mailed to Senator McCain citing our response and support for this legislation.

THE NEXT MEETING OF THE CABLE TELEVISION ADVISORY COUNCIL IS THURSDAY,~SEPTEMBER  12, 2013, 7:00 p.m.  AT THE OLIVER WOLCOTT LIBRARY.

Upon a motion my Ms. Knox, seconded by Ms. Paige, the meeting unanimously adjourned at 7:50 p.m.
